I see no option to subscribe and proceed to file. Any time i try to actually see the draft it just restarts the process and no draft shows on the dashboard.

That's why you're not seeing a subscribe option right now - there's nothing to file at the moment. Once your 2025 period is ready, you'll see the option to subscribe when you proceed to submit.
